Who Plays Tackle Football?
Men, women and children of all ages play tackle football. People can play recreationally or in organized leagues. Tackle football is played across Canada and around the world. 2024 Athlete Registration
The registration window is now open. You may register between August 3rd and September 20th. You may register with one of the Tackle Clubs listed below. You can find the registration forms in the Members section.
Note: Low income families are eligible to apply to KidSport and Jumpstart for funding grants to help pay registration and equipment fees.

PEI TACKLE FOOTBALL LEAGUE RULES
Divisions/Ages:
- The PEITFL will consist of U18, U16, U14 and U12 divisions for the 2024 season
- U18 will be 9-a-side for the 2024 season.
- U16 will be 9-a-side for the 2024 season.
- U14 and U12 will be 6-a-side for the 2024 season.
- The age cut-off for each division will be the end of the calendar year – ie. any registered U16 player may not turn 16 years-old on, or before, December 31 of the current calendar year. This rule has a ‘Grade 12 Player Exemption’ for the U18 division that can be found on the Policies page of the Football PEI website.U18 (Born Sept. 1 2006 – Dec. 31, 2008)
U16 (Born 2009 – 2010)
U14 (Born 2011 – 2012)
U12 (Born 2013 – 2014).
Roster Sizes:
- 9-a-side football will have the following minimum & maximum numbers;
Minimum number of players registered & paid in order to have a team – 16.
Minimum number of players dressed & active in order to play a game – 12.
Maximum number of players registered on a 9-a-side team – 39. At 40 registered players, the team must split into two teams. - 6-a-side football will have the following minimum & maximum numbers;
Minimum number of players registered & paid in order to have a team – 12.
Minimum number of players dressed & active in order to play a game – 9.
Maximum number of players registered on a 6-a-side team – 27. At 28 registered players, the team must split into two teams.
Division Standings:
- A team’s standing shall be determined by their win/loss/tie record. Where two or more teams are tied in the standings at the conclusion of the season, the higher standing will be awarded to;
- The team with the best win/loss/tie record in all games,
- The team with the better head-to-head record (two teams),
- The team with the best point differential in games involving the tied teams,
- The team with the best points for in games involving the tied teams,
- The team with the best point difference in all games,
- The team with the best points for in all games,
- A coin-toss.
Forfeits:
- If a team forfeits before the game begins, the winning team will be awarded a forfeit score of 28-0. Forfeits must be submitted to Football PEI, the PEI Football Officials Association, and the opposing team at least 24 hours prior to the start of the game. If a team does not meet this deadline, the forfeiting team is financially responsible for all field costs and all Officials fees, as if the game had been played.
Player/Coach Ejections & Major Incidents:
- If an Official witnesses any acts of flagrant contact, elbowing, cheap shots, or any unsportsmanlike act, or receives any type of abuse from a coach, the game may be stopped and the player/coach may be ejected for the remainder of the game. Any player/coach ejected from any game at any time during the game, will be suspended for the next game (1), at a minimum. The Official may also enforce that the player/coach leaves the team bench area and may also enforce the player/coach leave the premises altogether – the game may be paused until said player/coach has left either area. The PEI Football Officials Association will submit, in writing, and within 48 hours, a detailed report of any major incidents (including ejections) to the Tackle Football Committee, so that appropriate actions may be taken.
24-Hour Rule:
- If a major incident occurs during a game and a team/club wishes to submit an appeal or to provide detail on the incident in conjunction with the PEIFOA’s report, it is mandatory that a 24-hour period pass from the start of the game before any team/club report is submitted. All reports submitted prior to 24-hours will be rejected and disregarded. If a parent wishes to send in a report or an appeal, it must be submitted through the team/club.
Playing Rules:
- All PEITFL divisions, regardless of age or number of players on the field, will use The Canadian Amateur Rule Book for Tackle Football (2023-2024 edition) – disregarding the ‘6-a-side rule modifications’ listed on pages 55 through 57, inclusive. The following are highlighted rules from the rule book listed above OR are special rule modifications for PEITFL division games (the division will be identified);
- Game Balls:
The home team shall provide an approved ball or balls for the game. The visiting team, if they choose, may use their own approved ball or balls for the game. The decision of the Officials shall be final as to the suitability of the game balls.U18 – TDS or equivalent Senior/Official size
U16 – TDS or equivalent Senior/Official size
U14 – TDY or equivalent Youth size
U12 – TDJ or equivalent Junior size
- Field Sizes:
Width:
9-a-side games will be played with a 50-52 yard width (depending on permanent field markings already on the field).
6-a-side games will be played with a 40-42 yard width (depending on permanent field markings already on the field).
Field of Play:
U18, U16 and U14 will play with a 110-yard field of play (where available).
U12 will play a Jamboree style from the 35-yard-line into the end zone.
End zones:
U18, U16 and U14 will play with 20 yard end zones (where available).
U12 will play with 10 yard end zones.
The end zones are in addition to the Field of Play measurement.
- Length of Games: U18, U16 and U14
Games will consist of 60 minutes of playing time divided into 4 periods of 15-minute ‘run-time’ each. The timing of the game will convert to ‘stop-time’ for the final 3 minutes of each half. Time will stop after converts until the ball is touched on the ensuing kickoff (unless the Mercy Rule is already in effect).
- Mercy Rule: U18, U16 and U14
At any time during the game, if the difference in score between the two teams becomes 35 points or more, the clock will be ‘run-time’ for the remainder of the game, except for injuries, timeouts or any reason the Referee deems necessary to stop the clock. The clock will not stop after converts in this scenario.
- Kickoffs: U16 and U14 Only
All players, with the exception of the person kicking the ball, must be stationary on, or behind, the kickoff line at the time the ball is kicked – there is no running start on kickoffs.
This rule does not apply to the U18 division.
- Kicking on 4th Down: U14 Only
The U14 division will have the addition of a 4th down in which the result of the play must be a kick – either a Punt or a Field Goal. No fake kicks may occur and kicks may not be recovered by the offense.
For this down, only the offensive Centre, Holder (during a FG attempt), and Kicker may be on the field. Only one Returner may be on the field for the defense. All other players must leave the field prior to the play.
On Punts and Missed Field Goals:
The ball will be dead where it is caught by the Returner or where it goes out of bounds. If the ball hits the Returner or the ground and travels towards the Kicker’s endzone, it will become dead where it was first touched by the Returner. If the ball hits the Returner or the ground and travel towards the Returner’s endzone, it will become dead where the Returner gains control. Any punts and missed field goals that travel through or into the endzone can not be advanced forward and will result in a Rouge.
On Missed Field Goals:
A missed field goal attempt – with the ball travelling through or into the endzone without hitting the ground in the field of play – may not be advanced forward and will result in a Rouge. A missed field goal attempt – with the ball travelling out of bounds over either sideline, contacting the field of play, or being controlled by the Returner in the field of play – may not be advanced forward and will be considered a dead ball. The ball will be placed at the spot of the kick for the ensuing offensive 1st down.
The spirit of these 4th Down Kicking rules are to encourage the development of kicking at a young age. Therefore, any bad snaps may be picked up and the play may continue – unless the ball travels out of bounds through the offensive endzone which would result in a Safety.
- Point After Touchdown (PAT): U18, U16 and U14
The line-of-scrimmage for all PATs will be from the 5-yard-line. All successful PAT kicks will be worth 1 point. All successful PAT Runs or Passes will be worth 2 points.
- Illegal Blocks: All Divisions
No blocking below the waist by any player, at any position on the field, at any time during the game.
Special Rules for U12 Jamboree:
- This is a development tackle football division where a high emphasis is put on player recruitment and retention, increasing basic football skills, and building player’s confidence and competence.
- U12 will play a weekly ‘Jamboree’ event – there will be no games, but teams will play a controlled scrimmage against other teams.
- Players and coaches from each team, at the discretion of the Official, may be on the field in between the 45-yard-lines (at center field) but should remain in this area during play. Only one offensive coach is permitted on the playing field to assist with the offensive play calls – must remain at least 5-yards behind the Official in the offensive backfield during play. Defensive coaches are asked to remain on the sideline in the defensive backfield but may come out onto the field between plays to assist with the defensive play calls – must quickly return to the sideline prior to the snap of the ball. Coaches are asked to work cooperatively with the Officials and with the coaches of the other teams – remember, this is a development level.
- A ‘run-clock’ format will be used to control the timing of the Jamboree. The offense will get up to 20 minutes (run-time) to execute 15 offensive plays. There is no delay of game penalty. Team offenses may take as much time as they need to set up each offensive play but are encouraged to move quickly. The session is over once the 15 plays have been reached OR once the 20 minutes is up – whichever comes first.
- The offensive session will be a ‘shootout style’ – starting at the 35-yard-line going in toward the closest endzone. The endzone will be 10 yards deep.
- Downs are not tracked – only the number of plays. A team continues to move toward the endzone for as many plays as it takes to get there – there will be no ‘turnover on downs’. Once a touchdown is scored, the ball will be placed back on the 35-yard-line for the next offensive play. If there is a turnover – interception or fumble – the ball will be placed back on the 35-yard-line for the next offensive play.
- Any play that ends with the dead ball behind the 35-yard-line will have the ball placed back on the 35-yard-line for the next play.
- Interceptions and Fumbles are a part of the game. Fumbles are live balls and may be recovered by the offense or defense. A fumble recovery by an offensive player that is not ‘downed’ may result in the play being allowed to continue. An interception or a fumble recovery by a defensive player will be whistled dead immediately upon the change of possession. This is for player safety at this level. The ball will be placed back on the 35-yard-line for the next offensive play.
- Must be a minimum of 3 stationary * players on the line of scrimmage at the snap of the ball – these can be in any formation. Only the outside two players on the line of scrimmage are eligible to go down field or catch a pass during play. All jersey numbers will be deemed eligible numbers.
* It is encouraged to have the 3 players on the line of scrimmage be stationary at the snap of the ball at this level to avoid potential penalties. However, it is not required.
- There is no blitzing from anywhere other than the defensive line position. Only the same number of defensive linemen can rush the quarterback as the number of lineman on the offensive line. Defensive linemen must be; down lineman, 1-yard from the line of scrimmage, no further than outside foot of the offensive tackle.
- There are no Special Teams Plays (Kickoffs, Punts, PATs) in the Jamboree.
- Quarterbacks (the first offensive player to receive the ball after the snap) can not run, with the ball, over the line of scrimmage.
- In the spirit of fairness, any play the Official deems to be unnecessarily deceptive will be penalized as an ‘illegal tactic’ at this level of play and will not be permitted.
